Paper tiger or community menace?

A few weeks back I walked along my local shop parade with my daughter when I heard loud stamping foot steps coming up behind me, I flipped my head around to see what was charging up so fast and all I could see was a bloke sprint walking the other way, ‘that’s strange’ I said to my daughter(listening to her Ipod) who replied ‘its ok he’s the local wierdo, his mums probably let him out for a few minutes’, I looked at my daughter and breathed a sigh of relief and carried on walking home. My daughter told me of a few incidents she had seen with this man where he speed walks up to people and taps them on the shoulder to try and talk with them then speeds off when challenged or ignored(sounds a little eerie and probably not someone you would want your kids to be any where near) but a recent vid post from a friend on fbk made me realise that not all dogs have teeth and that there are probably a lot more paper tigers out there than I thought – still I think social services needs to pay this special fella a visit :0, whaddya think?
